The 3/8 bolts (#2) are the two at the top.
Well the bolts I got according to this chart were too long so when I tried threading them into the bellhousing/block holes they took the threaded (dowl pin?) out of the block on both sides. Is their a way to fix this? What i'm referring to as a dowl pin is just a little piece of threaded metal that was inside the bellhousing hole.

Found two threads selling CB antenna mounting brackets, one guy from Florida is selling one that mounts with only one little screw, no way that's gonna hold up for long, and the other guy got his thread closed for ripping people off, looks like I'm outta luck.

Installed a 62 mm throttle body then started the jeep up and it was idling at 2000 Rpms, I take it that's not normal. I would have liked to not have wasted $100 so can someone tell me what is wrong?

Yep... I think Rock Auto had them on for 69 cents a couple weeks ago. Parts store likely has them on hand, I imagine shipping on a single paper gasket isn't ideal lol

Check the IAC gasket too.

Or could it be that the computer has to learn it? I tried again and drive it and it was very inconsistent but at one loin I shifted into reverse and it jumped up to 2700 Rpms so I shut it off and the rest of the way home it didn't do anything out of the normal

No that's a vacuum leak or you messed up the IAC. You can try disconnecting the battery for a few minutes, the PCM might reset the IAC's position.

Which one is the IAC? I did have to switch one of the plugs From the old throttle body to the new one if that would matter

IAC is the stepper motor on the side closest to the engine. What do you mean you "had to switch one"??? You didn't use your original accessories on the TB?

If you're using JUST the engine like a long block, 1987-2001 XJ 4.0L will "fit"; any YJ, ZJ, or MJ 4.0L; and TJ 4.0Ls up to and including 1999. 2000+ TJ engines are not a direct swap, nor are WJs.

What's wrong with your engine? Don't say "it has 150k miles and ticks slightly", lol

I thing the TB came off a zj and one if the plugs were different. I just switched the plug from the stock throttle body to the 62mm one. It was the plug on the back left side if you're looking at the engine
