Oh yis. Do a compression test dry, then put a spoonful of oil into the cylinder and do a compression test again. Better numbers mean your rings suck, no change means the top end sucks.

Googled and searched already but havent found the answer to my question directly.
Will the 4.0 in a 96 swap into a 98
I can reuse the intake/exhaust and other parts but use the block from the 96.
I ask because i might be getting a 96 dirt cheap and am currently replacing the head gasket and getting the head machined on my XJ, but i'm not 100% sure if it's going to work out.

Yes, use it like a long block. Use all the sensors and accessories from the 1998 as the dizzy changed a bit. You'll need to plug the hole at the back of the head for the ancient temp sender.
I'd also use the 1998 flywheel to be safe.

98' xj, 4.0/ax15: After a few hours of wheeling my ax15 became very hard to shift. It seemed to still have clutch pedal pressure however it was not shifting into gear for a while. This happened in a very tight area where I had to give the clutch a workout and I'm sure the whole clutch assembly was getting warm. Clutch kit is only a few thousands miles old. Hydraulic assembly has been bled multiple times however I have not totally drain and filled the system. Perhaps bad fluid or was the clutch slipping? Clutch pedal had pressure when pushed to the floor however it wouldn't shift into gear. After waiting some time it would shift again.
