I'd just stick with the factory-type setup and force the highbeams to turn them off if I was worried about it. Though if your XJ was shipped without fogs, a lot of pieces are missing.

Take the door apart and make sure the rod is connected.

My guess would be a broken wire. Those rods don't really pop off on their own.
