Is it trying to start? Or just electrically dead?

NOT CRANKING
- Check battery voltage (12V)
- Clean/tighten battery terminals. (Loose and/or corroded?)
- Check Gear Selector (Make sure you're in Park)
- Neutral Safety Switch (Try to start in Neutral, not Park)
- Is starter getting power? (With the key in the ON position, check for approximately full battery voltage at the starter.)
- Starter (Hit with hammer)
- Starter (Jump with screwdriver. Connect 2 highest bolts. 1 small. 1 big)
- Starter Motor Fuse #19 (Kick panel: Fuse #19 (10A red))
- Starter Motor Fuse #10 (Engine Bay Fuse Box (PDC). Fuse #10. See diagrams)
- Starter Motor Relay (Engine Bay Fuse Box (PDC). “Cube” relay at end of fusebox)
- Ignition Switch (Turn on the blower motor fan on for your heater with your key in the 'run' position. Turn the key to the 'start' position... the fan should turn off as it trys to crank over, indicating a good ignition switch.)
CRANKS, BUT NO START
- Is gas tank empty?
- Fuel pressure. 48psi (+/- 5psi). Listen for Fuel Pump?
- Fuel pump relay (Engine Bay Fuse Box (PDC). Fuse #22. See diagrams)
- Ignition fuse (Kick panel: Fuse #11 (20A))
- Check for spark.
- Bad spark plugs?
- Bad Distributor, Cap, Wires?
- Crank Position Sensor (CPS)
- Bad coil pack?
- Bad ECU?

You want to use the "switched" power wire as a trigger for the amp. Should be red w/ a white stripe.

Two quick questions... are these known issues? I've searched a bit and not come up with anything on either.
Just bought a new to me 96 2 door XJ.
Only a couple of small issues.. #1, the grille is warped and the headlight bezels are both cracked. Is the grill warping common? (also since I'm going to be buying new grille/bezels, did 96s ever have color matched grilles?
#2, apparently the liftgate shock mount broke at some point and somebody tried to weld it back in.... Common problem?

This is going to be a disaster to fix since I don't know anybody who can weld/any shop that would be able to fix it.

yeah tell me about it. They ****ing cracked the panel that goes over it too. They also welded it without anything covering the carpet... luckily they had a small rug in the cargo area for some reason. When I took the rug out the carpet underneath was perfect, but there are some TINY tiny burns... and the worst part is, like I said I have no contacts... don't know anyone who can weld (or at least anyone who can and has a welder) or know of any reputable shops... haha.
