I am new to the forum. I have a 99 Jeep cherokee sport and the speed O went out on it. I replaced the speed censor in the back of the t case and still nothing. it jumps back and forth to any random speed no matter how fast or slow you are going. I also have a problem with the jeep sputtering while dropping a gear to pass or pull a hill on the highway. When the sputtering starts it seems that the speed O pegs out until the sputtering stops. how old are your plugs, wires, cap, & rotor? if more than a few years old start there
also check fuel pressure.
- speedo
check the wiring that goes from the tcase to the pcm(or cluster?) for any fraying or damage
make sure the connector for the speedsensor is clean, no dirt/corrosion etc
are you sure the 2 problems are related??

you'll need a spacer yes, and 12.5s CAN be crammed onto a 7" wide wheel. However, by the time you buy spacers though may as well just buy new wheels with the correct offset. You'll need at least 4" of backspacing to run 12.5" wide tires

It's very possible you have a grounds issue. Chrysler's notorious for wiring problems. Check out some of the posts on here about cleaning up grounds - note that most on here are Renix oriented; '99s have a main ground on the passenger side of the block, the firewall one is less critical than on a Renix. Start with cleaning your battery posts
I am not sure that the two problems are related but the pegging out and sputtering at the same time make me believe that they are, plus they started at the same time. It definatly needs a tune up, i will start there , thank you for the help!!
