Why is my voltage dropping when air is on but when its off it overcharges.alt was tested good 770 cca and 15v. Also air and heat only comes thru defrost vent not main vents checked every switch

Is the only place to get a fuel pressure regulator for a 96 the junkyard? I did some searching and couldn't find anything. One place had a complete fuel pump assembly for $700!! Maybe swap it for a newer year setup?

Use a meter and post up the voltage readings.

Keep in mind you WILL most likely have vacuum at idle. It goes away when accelerating if there's an issue in the vacuum system.
As for the 99, some of your vents may be controlled electronically.
