Very well could be oil on it, the thing is black, and I suspect it's original.

What exactly does the second part mean? Lol. Poor man's prime? Check valve? The check valve on the brake booster?

It's a 99 btw guys forgot to include that.
It's actin like a yj you mean. Prime the key 2 or 3 times before starting. Turn on then off then on then off then start. See if it starts right up every time like that

Could also be the starter relay located right behind the battery.

Relay is what got me after I jumped the truck. Took along time to pin it down, but I fixed it with a swift hammer blow.

Thanks, I'll definitely give that a try to check. I had earlier tried to shift through the gears before seeing if I'd get anything, but nothing happened, and last I tried it in neutral I also got nothing. I seriously think its the NSS, just after putting a brand new starter in there and still nothing, but I'll definitely check out the starter relay.

Sounds good. So basically the fuel is taking a second to get there? Just wondering.

Yep. Very common (and inevitable) problem in XJs. Check valve goes bad, and fuel drains back into the tank instead of staying in the line. Not a big deal.

That's also what salad was saying about the check valve. Gas doesn't stay in the line when jeep is off. This is an easy way to test it

It may be apart of the assembly. The filter is in the gas tank. Not to sure exactly where the check valve is, possibly at the rail

Yea. Plus those assemblies aren't cheap as I heard aftermarket ones aren't reliable
