If you can rotate it 90° at the longest length, it's too loose.

Tighten until it doesn't make noise anymore. Remember it will stretch and need some more tightening after a week or two. Too tight will shorten the life span of the pulley bearings.

Just as a note.. If it is to tight, your alternator bearings will die soon as well as damaging the rubber part on the vibration damper.
If you go on outings and see cherokees that have a squeaking belt that is really tight. It is caused by the vibration damper that "crawled" towards the timing belt cover therefore is no longer lined up properly. Some keep tightning it in the hope of stoping the squeek and eventually, the belt and the vibration damper start wearing a hole right into the Timing belt cover.
