Decided that i didn't like mounting my fire extinguisher in the back so I installed it on the driver door. Took the panel off and put a metal plate on the back to bolt the mounting hardware too. Haven't kicked it yet and is very accessible.
As I was cleaning up the garage after installing the HD shackle brackets I stumbled over my hi-lift. I knew I wasn't going to put my rear bumper back so I got an idea. I used my stock bumper mounts to mount the hi-lift.
Step 1 flip bumper mounts.
Step 2 cut:
Clearance shots:
Step 3 mount hi-lift:
The stock studs are about an inch short. The nut goes on but only about 4 spins. I put some longer bolts in with some twist locks

Thinking about ditching mine now in favor of this.... great idea! Only thing I'd be worried about around here is someone stealing it. Might figure out a way to lock it up.

Drill a hold in the end of the bolt so you can put a lock on it. I love the idea but FHP are sticklers for rules and will easily issue a ticket for no bumper. I may just mount the studs through my bumper

True that, but what in all honesty can and can't pass for a bumper? It's all going to be open to the interpretation of the LEO that sees it.
If I really wanted to bore everyone, I could tell you guys about a story of being pulled over on a dark country road for lights on my hood. Long story short there, he let me go 'cause they weren't illegal, but they drew attention to my vehicle so he pulled me over to see if he could get me for something ELSE! Hate on this tactic all you want guys, sometimes our auto-trends fit the profile of those that carry drugs around or are dumb enough to drink and drive. It's the nature of the beast.
Mellow out, go with the flow, don't draw attention to yourself (going too fast, too slow, changing lanes all the time, tailgating) and most of the time, you won't get pulled over.
On my daily driver, I keep just the hi-lift bar on Nates4x4 rear hitch bumper. The bar sits level on hitch tube and D-ring mounts. Bolts to holes used for trailer chains.
The foot and lift mechanisim is under rear seat, they just slide onto bar. The sand and salt-air will ruin the pins and springs if I leave them on bar exposed.

Can't really tell what you're describing from that pic.

Looks good - how much weight have you put on it so far?
