Oh the wiring that supposed to stay connected to the jeep was ripped out. Then yes it looks like the black wire was ripped in a different spot than the rest making it appear longer and absent on the vehicle. You are going to need to find where that ripped out from and find some way to splice it back in of at all possible.

I'm looking at getting a new set of black rock wheels. My jeep has no lift on it. Would it be ok to run 4.5" backspacing without the wheels sticking out of the sides with stock fender flares? I would like them to stick out a little more than they are right now with the stock wheels but I don't want my jeep to be considered not street legal...

Ok ok. You CAN splice them, but you definitely should solder them. An o2 sensor reads resistance levels. If you change the resistance level of the wiring by adding a connector or by creating a crappy splice, you're going to throw off the sensor's reading. That's why I advised not to splice the sensor wires unless really necessary.
