Thanks for the information. The web linked was very helpful. Talked to Spectra Premium tech. support to verify their design for my '91 cherokee laredo fuel tank replacement. The Tech looked at Spectra's design blueprint and verified the difference between the 13.5 gallon tank and the 20 gallon tank was the vent and filler tube extended into the tank (13.5 gallon). My tank on my Jeep is the 13.5 gallon though it should be the 20 gallon tank.

Did you verify the temperature with an IR temp gun pointed at the thermostat housing or are you going by the gauge on the dash?
If your VIN calls for a 20 gallon tank, it should be a 20 gallon tank. The filler tube will bend downward toward the bottom of the tank, the vent tube should be, more or less, straight out. You can "cheat" the capacity of the tank by putting an elbow on that vent tube making it act like a "snorkel" up out of the level of the gasoline. The tank itself can hold up to 25+ gallons, it's the vent tube that limits the amount of fuel below
I managed to get about 23 gallons capacity out of mine doing this.
87 XJ 4.0. Sometimes won't start. It'll fire every other time it sounds but won't start. I get it to start by unplugging the CPS, turning the key on and back off, plug CPS back in and then it'll start. I've replaced the CPS twice in the last 3-4 months. Could I possibly got a bad sensor 2 times in a row? Could something else be messing with the CPS?

Can't really comment on the Spectra design, but that's definitely Spectra-specific. Haven't seen that on an OEM tank.
I have a 98 Aw4 that I'm trying to put in a 96 2wheel. I'm not quite sure what changed or what is needed to swap it. What wires need to be spliced, and ain't there a sensor that they added (would it even need to be hooked back in)? I'd rather not have to buy another one.
I'm looking to get an exhaust upgrade of some kind. I'll spend around a hundred bucks to get the best sound from my xj that I can. What, if anything, can I get for that price?

I love the way my Cherokee sounds with a super 44 and a turn down.
I was thinking just a muffler. I have never welded before so I don't think I could do it myself and yes $100 is what I'm hoping to spend to get it sounding better and that includes labor. Am I even being realistic?
