edit: I would use fender washers for your application. Ideal size would be as big as the bushing and still fit the bolt size.
Good so its not some uncommon oddity I've come across.

I figure the boxes will squeeze up against a little bit too.

A tiny bit yes, but don't squeeze much, the sides need to stay squared.
That is not a bolt that is cranked very tight either, that would prevent shackle movement.

Default 93 XJ 4WD Brake Problem possible booster and master?

I have a 93 XJ 4wd 6 cyl. that just recently started having brake issues, it goes soft sometimes like it is out of fluid but fluid is full, still stops. It also gets really hard and the booster starts making a rumbling noise, or at least i think it is the booster making the noise. Could this be caused by a bad master or a bad booster? The pedal has pressure when i stop but creeps down. If i start driving at idle and continue for a moment the rumble and hard brakes happen and i just tap the brake and it stops. Any input would be greatly appreciated.

Check all lines for rust and leaks. Does the master cylinder indeed have fluid in it still?

Next thing I'd do is bleed the brakes and see if air comes out. On a 1993 in Michigan a corroded brake line letting in air seems the most likely

Would that also cause the hard brakes and booster noise?

Change when you turn the wheel?

Or did you forget to remove the playing cards from your spokes?
