It's a tamperproof bolt, they tighten down until the head snaps off, then you can't remove them, well easy,'anyway. A left hand drill bit works great. I have only seen them used in 2 places, one was on the steering column on a dodge, the other was a valve cover on the engine of a piece of equipment......RR
