That doesn't matter. It never went to court, so it isn't enforced by the NHTSA. They recommended the recall, and ChryCo said no. Then ChryCo voluntarily enacted the recall to the vehicles listed. XJs were not put on the list for whatever reason they decided, and my guess is that it was due to the cost of retrofitting tow hitches to 2mil XJs in addition to all the other vehicles. Unless it goes to court, it doesn't matter what the NHTSA says.
By the way, the recall is because a study found that having the gas tank behind the rear axle in vehicles at our height was deemed to be a hazard as it increases the risk of explosion in rear-end collisions. The study was conducted on other vehicles, and ChryCo has no data that suggests it applies to ours in particular.

No, you don't understand. The NHTSA has no power to enforce anything regarding recalls. They make suggestions. Automakers can tell them no, and they don't have to do anything unless the NHTSA takes them to court and a judge mandates further action.

I'd upgrade the radiator for sure and toss in one of the ZJ fan clutches. Hood vents. If you don't have an auxiliary transmission cooler get one. Not sure if there's an oil cooler kit for the 4.0 (probably)

ZJ fan clutch is a great upgrade, and anyone with a factory fan clutch should consider upgrading. It is a wear part.
Trans cooler is great advice. Also consider oil and/or power steering fluid coolers.
The hood vents will help very much with underhood temps. By cooling the engine bay, you extend the life of sensors and rubber parts. It will not lower your coolant temps, but it is worthwhile and beneficial.

Your e-fan and mechanical fan clutch will have a huge impact on coolant temp at idle. No air is flowing through the radiator when the Jeep is sitting still, and that drastically reduces its effectiveness.

Do they sell uv die for things like oil or coolant?
I just did my rear main seal and that fixed my big oil leak but now iv got oil or coolant leaking from the head gasket area on passenger side. Somedays its clear like coolan other days its oil. I'm confused. I have a tempature problem to and have done all new cooling system parts and I still get up around 225-235*
