Exact distance doesn't matter. 2.25" exhaust pipe, assuming your setup is factory.

Default Cherokee Classic Center Dash Panel Switch Access

I need to access my O.E.M Fog Light Switch ( as its not working ) located at the bottom of the center panel.
How do I remove it?
I removed the drivers side lower panel did not see any screws or bolts to unscrew it.

My XJ already had the add a leaf when I got it, just looking for a quick cheap repair, more than likely gonna rebuild entire lift at a later date.

The down pipe is stock, just had my Cat repleaced at the dealership, and just ordered a 2.5 cat back system. Should I just wait to see what the diameter is on the muffler I ordered? its a flowmaster super 40 if that helps.

The piece surrounding the radio, HVAC controls, and switch panel is a separate piece of plastic from the rest of the dash. It's held on with clips and hinged at the top. To remove it, put your shifter in a far-away position (1-2 in an automatic, 4th in a manual), and grab at the bottom of with both hands around the sides of the center console. Once you reach around underneath the piece of plastic you will feel the edge. Just pull towards the back of the vehicle and the bottom clips will pop out. Then you can wiggle it free.

The switch panel is held in by three Phillips #2 screws

That sounds about right. Electricians make good money, the company has to pay the guys, pay the labor union, pay their overhead, pay for the service truck, and pay themselves.

I'm anticipating installing 33x10.5" KM2's in a few weeks and was looking at my front fender spacing. On the rear side of the tire to the fender, passenger side I have 2.5" and 3" on the drivers side. Does this measurement come from lower control arms? Does that seem like enough room to install the 33's without trimming right away? I have 30" AT's on it now.

Yeah sounds like you need longer LCA's to push your axle forward... I've trimmed my fenders so i dont know the measurements like youre talking about. How much lift do you have?

The 33s will be 1.5 inches closer to the fenders than the 30s I had to trim a little bit to be able to drive it when I put mine on.
