From 10 minutes of research they seem to be a lot more trouble than they are worth, especially for a rig that sees the road.

So today I was under my (99) jeep just lookin around. Lately the thing has been running rich and rough, so I assumed it was my o2 sensor so I plan on replacing it. But I was under there and I was looking at the black box between the leaf springs in front of the gas tank (fuel pump maybe?) and there was a vaccination line that was disconnected between the pump and the line that runs to the engine. I forgot to take a pic of the lines but this was hanging off of them

Could this be causing it to run too rich and rough?

Is that to the regulator maybe? If so I'd say yea. I have the same voodoo box on mine (99) I'm afraid to explore it lol
