Starting Hesitation

2000 XJ 5 speed has a starting hesitation. Once it starts, it runs totally fine. Sometimes it'll take a few cranks to get it started. It seems to be slightly better if I leave the key on on position for a few moments before cranking. And it's better if it's been recently started. Recently changed all the spark plugs and gapped to .035, the fuel pump can be heard priming before cranking, and it will start up on clutch dump. Where should I check first?

It could be the valve in the fuel pump is bad. This means the fuel does not stay in the line. That is why it works when you leave the key on or you have recently driven it. Fuel pump is expensive repair if it is located in the fuel tank. I have the same issue in my 1998 and I just live with it as the pump is working, just a bad valve.
It is all one unit (pump and valve) and it is in the fuel tank. You have to empty the fuel tank and pull it out. It is a big job. I notice the problem less now and it is intermittent. If it is bugging you, you could always prime it by turning the key (not all the way) and let the pump work before you hit ignition.

You can test the system with a fuel pressure gauge. Hook up the gauge. Fuel pressure should be about 49.2 PSI. If below 44 psi, check for kinks in the fuel lines.
You can try a leak down test but yours sounds normal. After warming up, with FP gauge still attached, shut down engine. Check valve should hold pressure. However fuel pressure can drop to zero once the engine cools.
Once cooled, with FP gauge attached, turn key to prime pump but do not start the engine. FP pressure should rise to spec (1-2 seconds).
