I was working on the jeep today and looked up at the oil filter and saw that the oil was milke and then I checked the oil and it was the same. I do not drive it on the road and Ive not drove it in 4 months and the last time we went wheelen it was not like this, how could this had happed or is it just me filping out.

It has either set and some how has got alot of moisture in the block or you blew a headgasket or crack the block,if you live where it gets cold it is possible to have the head or block crack without pushing out one of the freeze plugs. i assume you noticed this after you ran it after it set for 4 months?

Ive done notting but pull it in and out of the building for the last 4 month, its not been run hard at all its a 98 and have never had no problems out of it at all.

It sounds like it has alot of moisture in the oil is your coolant level still the same?if it is I would change the oil and see if it is the same,if it is real bad it may take a couple of oil changes. Main thing is to see if your coolant is ok.

Milky oil means it has water mixed in with it. Now, you just have to figure out how the water got there.

The coolant is at the same level, and I know my build pulls in alot of moisture but I would not think that would happen, and my coolant has a grey gue around the top

Not sure what the grey gue is but I would suggest that you change the oil and filter and see if it is ok after that,have not seen a car set and gather that much water,but that does not mean it cannot.

Grey sludge in radiator plus milky oil = coolant and oil are mixing due to a blown head gasket, cracked head/block.
This is exactly what happened to my old Plymouth when it blew a head gasket and when the head cracked a few months later.

Doesn't sound good but just maybe you will get lucky and not have a bad head gasket or whatever. Just running the motor a few minutes to get it in and out of the building never allows the temperature to get fully warm...all it does is get things warm enough to cause lots of condensation that ends up in the oil. Do a good oil drain and flush...might want to consider a coolant drain and flush also...hopefully you get all the bad stuff out and end of problem (as long as you let the engine thoroughly warm up in the future).
