Put some oil on your finger and run it around the oil filter gasket for sure. Filling the oil filter itself with oil is optional.

^^Both of these^^
BTW, You can pre-fill the oil filter but you may lose most if not all of it when you go to put it on because of the angel it goes on.
Also when you change it, do it when the engine is a little warm so the oil drains out easier.

I just did everything mentioned here about 20 minutes ago. I put just a little bit of oil in the filter because I know I'm going to lose it. A little on the gasket, a little inside and install the filter. Then fill 'er up!

I normally just oil the gasket on the filter with my finger. Crank in on there hand tight. Pour in 5qts. Start it for a few seconds to prime the filter. Then top it off. Works like a charm every time.

If you're that concerned about it. Then unplug the coil and spin the motor over a few times before actually firing off the motor. That should help fill up that oil filter.
