starter problem

Jeep being sitting down for 3 years and I just installed a used motor, brand battery, 2 brand new starters. All the starter do is just click and won't turn over. What can be the problem?

Engine: 4.0, new lifters valve job with new springs and exhaust valves, preload set with shims

Sounds about right. Try turning it with a socket on the front of the crankshaft. DON'T BREAK THE BOLT! I'd have pulled the plugs and turned it before I put it in. OH...Wait! didn't it turn to put in the torque converter drive bolts?
