Having trouble starting 2000 WJ . . .

Just got this GC yesterday. it's a 2000 WJ with 168K and in nice shape. Have been looking for one for a while.
Any how . . . Today I got in to start it and NOTHING! Panel lights all come on, Then the "NO KEY" light goes out, I turn key to start possition and nothing. No clicking, no engine turn at all. I have no history on the GC, bought from a used car lot. Then when I jiggle key in the start possition, it will turn over and start.
Is it a low battery in the key? Ignition switch? Anything else I can do to eliminate possibilities?

Bought a new Ignition Lock Cylinder and it did not improve the situation. Performed the same as the original. NOW WHAT??!! Will look into starter motor stuff.

So... update! Apparently it was the Ignition Lock Cylinder. (Key thing-a-ma-jigger) . . . took it out, removed all the tumblers and polished with 400 grit wet/dry, cleaned with brake cleaner lubed, and put it back in. BAM! Fired off first and all subsequent times. WHEW.

MY LUCK! Not a fix! Doing it still, but this time as I had the key in the start position I hit the tilt release, the steering wheel dropped, and it started! Get that .. . . key all the way over in start position . . . release the steering wheel tilt handle . . . the wheel came down to it's lowest position . . . and it started!!!!
