I'm assuming your light switch was on. What I'm saying is... Here is a example. You pull into your driveway. Before you turn off the Jeep. Push the head light switch to off (the lights stay on) now flip on the high beams. (now the lights should turn off) then shut off the Jeep.

Kris talks about removing the delay module under the dash on page 7. I didn't remove mine and I think that's why I have to flip on the high beams to get the lights to go off.

I have a 2000 with fog lights and thought that might have to do with it. I also heard about removing the delay module too. I need to do that.
There may be another method such as the driver side high beam wire from the factory harness being tapped into the high signal from the projector high beam signal. I have yet to try that... but I do know my 99 with this harness and ballasts would not allow me to switch from high to low. It would turn to high but would not go back to low with the factory fog light relay in place. Once I pulled it, all went to normal. I did attempt pulling the delay module but it didnt fix my issue so i put it back to retain the delay off.

No you don't have to pull the fog light relay or fuses, you just need to wire up your harness the right way. Take your red fog light wire (not the red high beam wire) and tap it into the new highbeam wire on your new harness.

If you don't and switch from hi to low beams, what happens is both the hi and low is running hot.. this will burn out H4's in no time.. not sure what it will do to HID's but its probably not good.
