I'm always down to help a fellow wheeler if I got time! I run a local club and our members are frequently helping out each other.

Have you been spraying with PB Blaster? On the front leaf bolt, you gotta stick the straw in the frame rail and point it (you gotta guess) at the back of the weld nut. Really soak them good.
As for the impact, its hard to get one in there, I'm guessing you used a wobble joint? That robs torque. The best way to break those suckers free is a 1/2" drive wrench with a 2 or 3' cheater bar on it. Put it on that bolt, lay underneath it, and pull that bar down as hard as you can. Remember, the further out on the cheater you hold it, the more torque you apply.

I ended up dumping about 4 cans of PB Blaster on mine pre-lift. Just spray everywhere...also, on the leaf bolts, stick the straw between the bushing and the mounting box and give it a good soak on both sides to help with seized bushings...

Yeah, spraying the head of the bolt won't do you any good. There are some holes in the frame near that bolt, just stick the spray straw in there, point it about where you think the weld nut it, and unleash hell...LOL! Same tips goes for upper shock bolts, spray down inside the unibody to get to the weld nut, not the bolt head...rear shackle bolt is the same too.
