I don't blame you, he will tell you it's ready to ship and in 3 days he will ship you a pos. Mine has unfinished and overlooked welds and it is missing a filler plate. I paid for the black bumper with the nice looking front plate, I received the bumper with a different front plate.
I agree that it is slightly different than in the pic you posted, but:
1. it sure seems like you rushed him
2. you opted for no paint
3. it's a custom bumper, not built on a factory line.
4. since you didn't ***** about the install, I'm assuming it installed just fine including the holes for the winch.
Instead of calling him to talk about it and being reasonable, you come straight here and post about how it's a "pos" after you've already used it. You said before that you're in some sort of customer service. I imagine you aren't too thrilled when you have to deal with customers that are acting like you.
I tell you what you can use this fourm as a stage to be a man of your word. You take your time and build a nice looking bumper, like the one you showcase and send it to me. If you agree to this I will pull down any thing negative I have said and I will ship back the current bumper and we will move on.

Please point out were I lied about any thing .
i would like to see proof of the bad welds as well... i do see where the design on the front by the winch is a little different... but from that pic.. the bumper looks good! just needs a good coating of paint.
A hand made bumper will not have perfect welds.. its not a robotic machine.. i think that ads a little character to the piece.
Perhaps this thread and the OP has gotten a bad rep because the hastiness of the bashing. It is usually good etiquette to allow a vendor sufficient time and explanation. The vendor already explained that he got you and another customer mixed up. We are only human. Give him sufficient time to make it right. He already told you that he would pay for the repairs locally for you. Or replace your bumper...

You were complaining in your post that it wasn't finished I think is what he was getting at because you didn't say you requested it unfinished so you could get it sooner which implies the seller screwed up which is not the case.
I'm just trying to help you see things from the seller's perspective and be reasonable. It doesn't appear you are a reasonable person. When I said unfinished I was talking about the paint which you were *****ing about especially since there are not pics of your claimed "unfinished welds". I wouldn't want to sell to you after all your shenanigans in this thread and it seems to me the seller is trying to do everything he can to make you happy by offering to let you return your used bumper and sending you another. In the thread that you created to bash on him instead of being a man about it and airing your beef with him directly. Good luck getting someone to build you a custom fuel cell in three days. And if they are a day late, God help them.
He said in the thread he confused your order with someone else's I suspect because you're texting him about it instead of just calling him.
I would have just refunded your money and let you have the bumper...
At first I kind of felt your pain having gone through similar situations, but your talking to this man like hes your ***** or something... He is holding his tongue an being a hell of a lot more polite and professional than I would have been.
He pays over 100 dollars for shipping and you call him out on it like you "made" him do it?
If it was me.. Since I had your address.. I would have drove to your house.. and politely shoved that bumper completely up your *** until i could inspect my welds through your teeth.
I'm pretty sure you wouldn't talk to him like that at his shop...
Just really irks me the way you are talking to him...
