You really have to think about how deep you are going. I really don't want to go over the steering wheel, and up to my neck in water. So that's why I put it where I did.
If you are going clear under, then have at it.
As far as air restriction. I really don't think it matters too much. You ever see the stock air inlet on a 97 wrangler!
You have the pvc piping running from the air inlet to the left through the firewall?
I went to the left because the left is covered from rain, etc.... The right is exposed. Also there is more room on the passenger side to modify or seal up. Or if I wanted to extend the snorkel up a little. It would not be in my sight. Where the drivers side would.

Yeah it finally went there. I dont think there is a single member supporting this idea. Not like it should matter to the OP, I guess do what you want. But this is one of the worst things I have ever seen. Lets install the ugliest contraption to go around the whole front of the Jeep and probably end up not working because a)there is no way to mount it without drilling holes b) its more restrictive then any other alternative. You dont want a hole in your fender incase the snorkel doesnt work. The only reason it wouldnt work is if it is routed like yours. The ones that go through the fender are proven to work tough so I dont know what the deal is here. Also you could put a cap over the hole later on or get a new fender for like $50 or just have a hole. All better options then that.

run it to the end of the front fender in the direction you are going. Then route it up over top of your cowl intake across the hood and then up past the roof.
This way you can use the cowl cover bolts and area to secure the snorkel.
its the only way I can figure without drilling.
OOOPs, there goes the washer fluid!
So cancel that.
i was going to suggest duct tape, but it will leave nasty sticky residue all over your pretty fenders when the snorkel falls off, so i would recommend blue tape. leaves no residue so your fenders will still be pretty when the tape falls off.

And it members like you sir are a discouragment to this forum. This was a temporary things just to mess with until It would break. And to prove you wrong it was hooked up to my friends xj classic perfectly running and sealed to where if you put your hand over it it would kill the engine, the airbox ran straight down and there was a whole cut downwards avoiding drilling into the side. Avoid taking posts so serious and learn to have some laughs. Good day =P

Also agreed run it into the cowl, problem solved. As far as MPG changes, I didn't notice a change one way or the other on mine but that may have more to do with my right foot and 33s with 3.07 gearing more then anything lol.
