Many hours put into this one. It's still not done. I shipped out to Army basic training before I could finish.

Talk to a local high school student and see if they have welding classes of any sort and try to link up with the teacher if they do. i know in our welding class i have built both the bumpers for my jeep and multiple bumpers for other vehicles, and they can get the equipment extremly cheap. they can also install.

Here is the front and back that I built at my old work place. Maybe a little heavy at 128lbs, but cars don't pull out in front of me anymore.
