my questions are-
what are the last 2 things (in red) i could not find what they mean?

It the trailer tow group, at the top (in blue), does that mean that i have the trailer wiring? it has an after market hitch and no plug. found the plug inside, check

what is the CHMSL lamp? -third brake light, check

How many people have had your Jeep before you? It almost sounds like the hitch and wiring was removed my one owner and an aftermarket hitch was later installed by another owner...

And I believe the CHMSL lamp is the brake light above the rear window...

That stands for: Central Hi-Mount Stop Lamp as Dave stated.
Here is a list of options on '97 ZJ's. I know yours is a '96 but a few are similar.http://autopedia.com/Jeep/97_GrandOpt.html
Not all of the Tow groups include the hitch.

earlier i managed to open my rear hatch(a combination of pushing and pulling to open the glass then hitting the inside to knock open the main part of the hatch) and i noticed the little compartment that i had seen in pics and i opened it. lo and behold there were the wires and the connector, all brand spankin new! it was an 8? pin uhaul end. i am wondering if i could use a regular 4 pin hookup because the top 4 were the same as a normal 4 pin.

another thing is did all of the jeeps have the California emissions?

no it is 2 rows of 4, the first is the oppisite of the trailer flat 4 plug i think it is a male and 3 female slots? and the lower is 4 female slots ill try and find a picture of a similar one

Oh...Those are for plugging in those auxiliary towing lights. They're sometimes magnetic, other styles hang from the trunk of the towed car. I've got some for use with my tow-dolly. You can use just the regular part of the connector. They sell a rubber plug to seal the unused half of the connector to keep water and crud out.

oh and i found a cover for it with a place on either side for screws...i think im going to put it up beside the little hatch
