and for some reason my obd2 plug in will not connect to the scanner. it wont even turn it on. and all of my fuses are fine, except for one under the hood but its not labeled. and i cannot find a diagram online for that fuse panel.

What year? '96+ use OBD-II. '91-95 use OBD-I. Before '91 didn't store codes at all.

Replace the blown fuse, plug in the code reader, and turn the key to the On position (not running), and turn on the reader if it has its own power button.
Am I missing anything? I've only used them a couple times.

when you plug in the scanner it should turn on by itself. and i tested all the pins in the plug and none of them have power going to them. and one of the pins should have constant power. and i figured out the fuse problem.

Just to make sure you aren't doing something small wrong, go to a parts store and have them check the codes for you. It's free. Some code readers don't work on our jeeps. My reader wouldn't connect to my 96.
The black thing with the white connector in the center of the photo. What is it and should it be clicking?
I noticed a clicking noise that I could hear in the cab at idle. Popped the hood to find it coming from this thing. This is the first time I've noticed this sound.

. We would imagion that by the lack of details
