Not sure if this may be your issue but every once in awhile my 90 xj will crank for hours if i try and will not start. Well i found the problem to be my cps wireing. Everytime i try to crank it more than 2 times i hop out, wiggle the wires, hop back in and VROOOM!. The heat from the exhaust has melted the wires i believe. May help may not.
If nss is completly bad it shouldnt crank at all. Mines dirty and sometimes need to pull back as if i was droppin it into reverse and it will start. Good luck.

Also, Napier makes flat flares, but I've never seen them in person.

Crawl underneath and look at the floor pans. I'd wager there are rust holes if the carpet is still in it. That's extremely common on Cherokees in wet and salted areas. Might be able to talk the seller down because of it.
