After more blaster, & some back & forth action with the vise grips, I got the damned thing out tonight.
Put in the new bolts & spacers & some top nuts to keep the bolts from falling out if they loosen up.
Took it for a spin & virtually no vibes. Well very very slight vibe on decel, but not enough to do anything about.

I just installed a TC drop on my '99 that I made from aluminumm blocks. Before I attempted to remove the original crossmember bolts and studs, I sprayed them daily for a week with Kroil, which, IMO, is the best penetrating oil on the market.
My '99 spent it's former life in Chicago where lots of salt is used in the winter and after soaking the crossmember fasteners for a few days with Kroil, they all came out easily.
