first is rocker second is the original head he swapped" I take he told me he will have more pics to me in the AM

As far as the rockers being loose, the rocker bolts have to be torqued to 21 ft. lbs. when the respective cylinder is at TDC compression.
Does he have a Factory Service Manual for his Heep? If not, getting one is way overdue.

Tell him the rocker arm bridges have been butchered from improperly removing and reinstalling the rocker arms. That's why they are crooked. He needs to buy new ones and install the rockers per the FSM.

update from anothaday me n him have been talkin back.in fourth through email
his rocker arms are loose
but cant be tightened any further says they wiggle he sent.pics
he also said it doesnt want to fire at all now.
it cranks and.said it acts like it wants to start but it wont go
he mentioned plugs are wet so i assume.its getting fuel
its still gettin spark according.to what he' told me also so that would ruld.out the. c.p.s
alright now.about cruisers sensor ground wat was it ?

He could try "staking" the valves (an old radial aircraft engine trick) by placing the respective cylinder at TDC compression, applying 100 psi to the cylinder (like a compression loss check), then hitting the rocker arms directly over the valve stems with a rubber mallet several times and see (hear) if the valves seat. If there's still pressure loss in that cylinder the valve is cracked or burnt, or the valve seat is shot. Of course, this won't help with bad piston rings. This is generally used to dislodge any crud between the valve and valve seat. If the valve is being held open by a bad valve stem/valve guide the problem will persist.
