Hot in neutral, yes.

The dimensions of the "new" filter are off by .030" from the round hole with gasket to the bolt hole. It doesn't mate with the small hole on the valve body.

Went and got another filter this one's made in Taiwan. The gaskets on this filter are more than twice the thickness as the chinese one. I could feel the gaskets compressing when tightening the bolts this time.

Its not the gray or black color is it I used that on my sye as recommend it leaks .I removed the tail cone and redid with the blue don't leak now .

Yeah, Permatex "gear oil rtv maker" grey. I've used what's in the tube twice on my 8.25"cover and it leaked both times, but I tightened them down right away. I read the directions today, it says finger tighten bolts, wait an hour, and then torque to spec. I waited the hour when I did the tranny pan this morning.

Sounds like you got a crappy filter then. Hopefully the other one you picked up fixed the problem
