Removed the new stalk and put an old stalk in works great the resume and accelerate is operational. Appears the new stalk is defective. In short, the brake switch was bad pulled it apart the plastic shaft was cracked. Thanks to everyone for help and assistance.

Would it be the same or similar diagnosis for a 2000? I haven't had cruise control since I've owned it so it would be nice to find out why.

Does the horn work? If not, its highly possible it's the clock spring.

the horn does work, though at some point my horn would go off every time I opened a door. But that is a different story.
