Clock Spring Diagnosis Confirmation

So I'm experiencing an intermittent airbag light and no horn, but cruise control is working. My sleuthing and deductive reasoning leads me to believe that these are related, likely a broken clock spring. Disrupted signal from steering wheel to the car.
HOWEVER, when I was in the Jeep last night, testing, fiddling, etc, I noticed that when I pushed the horn, I heard a clicking under the passenger side dash, which leads me to believe that there's SOME signal going from the horn through the clockspring to the harness.
Any ideas? I've already ordered a pulled off clock spring, but I was wondering if there's anything else I should fiddle with when I pull off the wheel. Definitely going to test the old/new clock springs for continuity, too.

I had no horns on my 95 when I got it, but I did hear the relay clicking. I tested the wire at the horn and got power on both sides when hitting the horn button. I bought a new horn (same brand as the old ones) and when I went to install it I noticed that the new horn was supposed to wire to the stud for grounding. The old horns had no such wire. I wired the negative prong on the new horn to the stud and installed the new horn and viola - I had a working horn.
The intermittent air bag light is disconcerting and possibly clock spring related, but your horn may just need replacement.
