The Blower Motor Resistor Block electrical connector may be burned up (common). You'll need to access the resistor block (see pics) and examine the electrical connector, if it looks okay, remove the connector and examine the pins and pin cavities of the connector and the resistor block. If these look okay, remove the resistor block and inspect it; you'll know if it's ate up.
To access the resistor block, get under the dash in the passenger footwell and remove the kick panel (see pic), the blower resistor will be in front of you (see pic).
If you feel as though you need to check or replace the blower relay, drop the glove box (unhook the rubber hangers). The relay will be next to the green connector (see pic).

Here's some pics of the '97 PDC and JB.
The fuse that powers the blower is in the Power Distribution Center (PDC). It's Maxi fuse 6, 40 amp. The power circuit goes through the blower relay.
The fuse that powers the control coil of the blower relay is in the Junction Block (JB) (in the passenger footwell). It's Mini fuse 25, 15 amp. The control coil is powered from this fuse when the ignition switch is placed to RUN. It pulls in the power contacts in the relay to power the blower (ref. fuse F6).

It's often a good idea to just replace fuses instead of looking to see if the fuse has blown.

hmm..the resistor has the slightest corrosion but otherwise looks fine, all maxi & mini fuses are fine, replaced 25 as suggested. The relay appears visually fine...is there a way to test it?

Did you check the power lead to the fan motor or just assume since it doesn't work there is no power? Could be the fan motor is no good.
