I guess Chrysler figured they would redesign that whole system. The '97 was the first of the design change that carried through to the '01 (most systems anyway).
Note how the 97+ system Heat/AC panel provides a ground path instead of routing power.

You're right. I just went to NAPA and looked at a resistor block for my '99 XJ and it has one of those thermal fuses in it. I changed mine about three years ago and never noticed it.

FYI: if at the junkyard and you find a blower motor, pick it up. The cheapest new one I could find was $92.00

I changed the blower motor resistor out on my 2000. same symptoms and it was all corroded when I pulled it. I found a replacement for less than $15 online. rockauto or autopartsway I think. the one I bought had some weird plastic thing coming off of it that would not fit. so I pulled that plastic thing off.
I ended up just replacing the fuse on the resistor. They don't carry it at Radio Shack (or anywhere else near me) so I ordered it online ($4). It's been working now for 2 days and I continue to cross my fingers. Thanks everyone for your help!
I did a search on Amazon.com for "Thermal Fuse 110 degrees celcius" since that is what was written on the old fuse that fizzled. The fuse cost $1.25 plus shipping. Saved about $50 over buying a new resistor at O'Reillys.
