AC Issue

AC Issue
Hey guys,
Let me start off saying that I've searched every post I could find related to AC issues and have tried the recommended fixes, but I'm having a hell of a time figuring mine out.
Problem: AC only blows through defrost vents regardless of selector switch
Solutions I've tried...
1. Traced the vacuum line coming off the reservoir behind the bumper all the way over to the intake manifold. Everything is good. I replaced a couple sections that looked suspect, but it didn't fix the problem.
2. Capped the line from the reservoir and various sections along the way to see if it made any difference, but no change to air direction.
3. Checked the selector controls. Everything checks out there too. No cracks and there's vacuum to the lines that connect to the back of the switch.
I also have an issue with not being able to change the climate (switch from cold to hot) don't know if that is related, but I'm assuming it could be.
The only vac line I can't inspect is the one pictured that comes off the "t" connection and runs through the firewall.
The Jeep's been like this for a couple years and wasn't a problem when I lived in Washington, but now that the Army moved me to Louisiana it's just too much.
If anyone has any ideas or suggestions they're greatly appreciated.

mine did the same thing. changed the blend door actuator and check vacuum lines seem to help but now I get a white smoke out of the vents once in awhile

definitely would appreciate any help with the paper problem it doesn't smell like anti-freeze and I'm not losing any antifreeze
