99 XJ Classic AC Wonkey

I've got a 1999 XJ Classic with an AC issue that I can't figure out. Here's what's happening:
When under acceleration or load(going up a hill) the AC quits blowing through the vents, I can hear it working but the cold air isn't coming out of the vents. Once I reach the desired cruising speed or hit the top and level out the air blows cold through the vents. This happens in all three AC settings. Is it something easy like a vacuum line that is off or am I in for a big bill? I'm in AZ so AC isn't something I can't do without. Thanks for your help.

Could be vacuum related - does it blow out the defrost vent on the windshield when it does this? This is the default position if you remove vacuum from the system

There's a vacuum canister - ball lookin thing - hiding out in the front bumper on the passenger side. It's not uncommon for connections to this to become loose or the unit or hoses to crack. Normally people start posting about this when winter hits but I guess living in AZ you don't really need a heater, lol
