Same problem here !
Would prefer not to Cut/ destroy the pitman arm, (well, I kinda DO want to...!)
Candle, for heat? how about a 60-Watt bulb? They get pretty warm (40watt keeps the pump-house from freezing all winter). hang drop-light next to arm? maybe 2?
IDK, but I think I'll walk over and ask the Junkyardman how he do it, the one I bought wasn't cut, mangled, melted....

Ive always had luck using the pitman arm pullers. put the impact gun on it and if it doesnt pop off smack it with a hammer. then hit it with the impact for a few seconds then the hammer and so on. sooner or later they come off...if nothing breaks

Oh, ...well I don't have an 'impact' but torque wrench and pipe seemed to be enough torque ?

Main problem seemed to be that the Remover Tool was bending and ready to just slip off of the arm!
This is the stronger pitman arm puller, ...yes, harbor-freight brand but 2x heftier than the other one.
IDK where to get one stronger?

Don't crank on it hard enough to bend the puller. Give it a little turn maybe an eighth to a quarter turn then smack it hard several times with a hammer. then a little more turn then a little more smack.

I too broke 2 or 3 of the crappy pitman arm pullers before I finally found a beefy one for rent at Autozone, looks very similar to the Snap-on puller but is made by OEM tools.

Even with that, it still wouldn't budge - then my friend brought over his air hammer and after a few rounds of tightening/hammering it finally let go with a bang. Then I put on as much anti size as I could when reinstalling it on my new steering box.

You're right about the "bang". I've done a few where I've just tightened the puller, walked away, came back, gave it a few whacks with a hammer, bit more tightening, walk away, repeat ... I was in no rush. It's funny when it goes bang when you're 20 ft. or so away and not expecting it.
