The BS on a 15" wheel needs to be 3 3/4 -4" for an XJ to keep from rubbing on the suspension/fender wells! Buy anything else and you will have issues where the need for spacers etc. are needed none good.
But the correct wheel to begin with, you can buy nice steel wheels from Summit, Jeg's for a very reasonable price with free shipping. I bought the Cragar Soft Eights when they were buy 4 get one free and you have to have a spare the same size.
Both of those companies have house brands that look like the Cragar's and other copy's of them for less money than brand names. My son bought some from Jeg's the D-Window style looked nice to me, these start in the $60 range for that size.

Only thing I rubbed when on my stock wheels were my LCA at full lock, unless of course I had my tire fully stuffed(no sway bars)and It barely rubbed right about the spring, and to fix the LCA rubbing I adjusted my steering stops

Once you go offroading and disconnect the sway bar, theyll end up popping the flairs off, happens to everyone that says they want to keep it original. You could always trim and mount the flairs higher

Probably. We'll see how it goes. Next Saturday I will be heading over to a 4x4 shop where I was offered to ramp and forklift for full flex to see where I'll rub.
