What all would I need to do this? I know a new butterfly plate, but could I use a cylinder hone and a drill press? Or is there more to it than that? TIA

Awesome, I thought it seemed pretty easy. Now I just need to find a new plate!

I used a drill press and a small sanding drum. I didn't need to replace the throttle plate since I only made the bottom the same size as the top.

I've got a renix, pretty sure it's straight through

Take the throttle body and mount it to a four jaw chuck on the lathe, making sure the hole is centered then use a boring bar and proceed to bore it out to the size u need

Whoa! Hold up....
I'm not familiar with the renix TB but you seriously don't want to try a complete straight through bore with a drill press and drum sanding wheel. Any imprefections (non-perfect circle) in the inside surface of the TB where the plate rest can cause problems in the idle- problems that may become difficult to repair.
Most experienced machine shops should be albe to chuck this up in a milling machine and bore it out straight for you. Fabricating a TP can be tricky too. It should be perfect and centered in the hole. My understanding it with the TP closed you should be able to slip a piece of paper with some resistance through one side of the plate (lower side looking down on the TB).
Even a good bored TB will make some noise, but a poorly done one can cause more trouble than it's worth.
Hope you have a spare.

There's no way I would use a sanding drum. I'd go to the local JY, get a TB, clean it, and bring it to my high school where there's a CNC mill. I would get it close, and finish it with a cylinder hone. As for the throttle plate, I'm not really sure how I will go about that. Probably try and find one online.

I used the snading drum I didn't sand the surface where the throttle plate touches. I marked it to see how far in (from the bottom) I need go to only take out venturi. I do agree that this method should not be used to bore out the entire throttle body.
