Changes like these commonly confuse people:
The cutover between the 1999 model year and the 2000 model year was in the middle of 1999. However, end-of-production for any given run is likely to use some parts from the next generation just because they ran out.
The VIN reflects model year. A 1999 VIN may have a build date ranging from mid-'98 to mid-'99. Last month or so you run the chance of seeing parts otherwise unique to 2000+ on them.
