Did you get a close look at it?
There used to be a similar thing, sold as shade devices, allll over the place...but like lots of other things that were cool and on tons of cars--like curb feelers and those wiper "spoilers"... after a while they go out of style.
But can you tell if it has little holes in the picture? Auto parts stores used to sell those in all kinds of patterns, but mostly trees/outdoors. They seemed to be just vinyl, blank on the inside, but you could still see through them. At least during the day.
Here's what they were like looking through from inside:
however the ones I used to see were custom fit and probably glued on. And they always seemed to be on the back window of camper tops on pickups.
Found something simliar---but on amazon uk:

I know what you're talking about. Lots of city busses and business cars have designs plastered to the window. You can still see through them from the inside in some cases, but you can't see in from the outside.
They are similar to what basegrinder shared, but they stick the glass instead of being adhered by suction cups.
To get this done, you have to talk to a detail shop. That's all it is; car detailing.
