Default wheels and tires

will a 15x 10 wheel fit a tire thats 30x 9.50x 15LT?

How much smaller would it make the 30inch tire?

That's a bad idea, don't use a rim that is wider than the tire that you want to put on it. I would use a 7 or 8 inch wide rim with a 9.5 inch tire. I wouldn't even put a 10.5 inch tire on a 10 inch rim

You'd have a hard time getting the bead to seat and forget about airing down.

Originally you said a 30 inch......

It would be "better" but not necessarily recommended for wheeling. If this is going to be a straight street Jeep then no problem. But like stated above, you're not going to be able to air down as much as you like. It's easier to lose a bead going that wide. Can't say it's never been done but you should really go with a 7-8 inch wide wheel for a 32 or 33.
