Need Opinions
I would like to know how much you think the following is worth paying for.
99 Sport 4.0l 4x4 Auto d30 3:55 / c8.25 3:55, adj. track bar, 3" coils/leaf packs, 1" spacer/shackle, 190,000 miles, no headliner/interior rough, paint rough/ runs good, custom steel bumpers, power windows need repair on drivers side? How Much?

High miles. Bad interior. Body looks almost perfect to me. And it's probably been off-roaded. Only way I'd get this is if you saved a ton of money b/c its lifted exactly as you'd do to a stock XJ anyway.

Check if A/C works. It's a black XJ, and trust me I love the windows down in mine but I would love AC too.
Check brakes, (rotors, pads, drums), check exhaust manifold for cracks, lifts parts, and just get a good check over everything.
I'd do $2500 at most, you can say it looks wheeled but hey mine looks like that after a small mud puddle.
Check parts, or you may need to start pouring money to replace.
Wait a minute...it's a Jeep...you're gonna pour money into it anyways.

I'm new to Jeeps. In the BMW world, they joke about how costly it is to maintain one, esp. if you don't DIY.
In the Jeep world I see a stark schism.
One camp says these trucks are tanks and will basically run forever with the legendary i6 4.0L. Cheap parts, tons of used parts, tons of aftermarket parts, and very DIY friendly.
In the other camp, you have comments like the above. That Jeeps are money pits. That "Just Empty Every Pocket" joke. Now, I can see it being expensive if you're modding your Jeep like crazy, but they seem to say even just for routine daily driving, the Jeep is a money pit sinkhole that always needs work.
Which is it? Or, is this just all subjective and relative?

They are quite cheap to maintain for a DD if you plan to do no modification. In that case I highly recommend an all stock Cherokee. Rather than buy one with a lift.
They are great vehicles to easily do work on yourself, and not to mention this forum is all you need to fix up a jeep. Easy and cheap if you don't do modification.
But if you want to modify, then yes plan on saving up. But that goes with any vehicle you want to modify.
