I know this is an old thread -- but my 98 XJ came with Up Country Package and Decal and this is where it is located on the inside of the rear driver side quarter window.
Wish the guy that was making the up country decals would print some more.
There is a guy in Maine making the Up Country Suspension Group decals and the Off Road Package decals for $5 & $7 each respectively! Found him in my XJ Preservation Society FB group:

Installed on my 96 Country this morning before I found your post. Wish I had seen it first, because I would have moved it over a couple inches. Now to install the clone Up Country suspension which I am piecing together!

Having trouble uploading my picture, but I put the decal on my 1996 Country this morning before seeing your post as to actual position. I should have put it a couple inches to the left, it seems. Now to install the clone Up Country suspension I am piecing together!
