I've been working on vectorizing the older "Sport" decal for the XJ and being the lazy efficient designer I am, I've been looking at a few readily available fonts (since my source image is rather low-res.
BTW, when I'm satisfied with it, I'm happy to provide the vector files to anyone who wants them.

OE-reproduction decals: just reply in the thread and I'll do my best to work on it— the larger the source image, the more accurate the decal will be. No image? no decal. . I can vectorize them and provide the files for vinyl cutting, etc., in the future I might entertain doing large orders of certain decals (if it meets quantity of scale economy), but for now, I'm happy to give the art files and let you FYOP (find your own printer).
Custom decals: I'm reserving this service to >Senior Members and any CF Supporters. You get 1 hr of my time and/or 2 revisions (up to that hour's worth of time). After that we'll have to make other arrangements. PM me. Keep the thread for OE decal talk.
For anyone else who'd like custom decal work, PM me and we can talk about the nitty gritty of my rates and so on.
Legal Crap: for reasons that may be obvious, I can't create, print, and sell decals with trademarks in them, e.g. the Jeep® marque, pentastar, mopar, etc. The repros will have to be limited to the un-copyrightable stuff.

Awesome. The one one the right would be best--I have silver centers. I can get a diameter measure for you for the flat area. I'm sure there are others with these caps--they're pretty common on Cragar-style steel wheels.

The background tree has the characteristic "halftone" pattern to give the illusion of grey.
Thankfully, the font on "suspension group" is a stretched out version of an off the shelf, old font called Eurostile. The "up country" font mostly matches an existing font, but it won't be a perfect, 1:1 replica.
Working on the details now, but here's a preview:

Sure. This would be best executed as a monochrome black print on white vinyl, reverse adhesive.
The background tree has the characteristic "halftone" pattern to give the illusion of grey.
Thankfully, the font on "suspension group" is a stretched out version of an off the shelf, old font called Eurostile. The "up country" font mostly matches an existing font, but it won't be a perfect, 1:1 replica.

Yeah, that's the 97+ diagram all right… so weird And it only gives one layout diagram. I'd love to see a '97+ "UCP" decal application in the wild.
On Mopar Parts Giant, I found some diagrams for 96-and-below, specifically the Country trim level —this is the diagram they show:
For Limited, it's the "off road vehicle package" decal only, but still on the driver-side liftgate glass…
Same for Sport 4dr
For "two door" XJs it's either, also same position
For "Sport two door" it's the same position
Looks like the "ORVP" decal was more common per this diagram, but I can't even find an example of it (in a brief google search).

Here's r2 of the decal.
I've got all of the contour details. the lettering is as perfect as I can make it without having a high-res scan of the original.
The real beast is going to be the halftone pattern on the second tree. It's not a standard halftone pattern, but "designed" to be that pattern--checkerboard. I'm guessing based off the best version of the decal that it's .015", or 4.5 pixels based on a 300 ppi print.
I think I'm going to have to manually make the pattern...
