I stumbled on this, while looking for the NJSA for flares. It isn't a matter of having or not. Just general knowledge of what passes or not. Modifications would need to be inspected on for SAFETY. Since NJ has ONLY Emissions and weight restrictions, safety in this case is a tilt test. The reason for flares are to deflect hit pedestrians or animals from being pulled under the vehicle and causing further injury (insult to injury) or lose of vehicle control. BUT if you tires tuck under the body, then the exposed tire must be guarded.

Someone made the above site and once I read it, I remember everything from 10 years ago. It's an area that is under the old inspection. It needs to be changed.
If a cop stops you, just talk to him and tell them what your interpretation of the changes were. They would understand you reasoning. And courts can push to get better explanations on the.

Ok some updates on the flares. After heating and forming them I had the rig out of the garage yesterday and the sun was out, being they are black they really attract heat and they got warm and it wasn't even a hot day summer is still a ways away. They started to try to go back to being round and at the form that they started out at. So I want them to keep the look they have and be flat on the top so I cut some 4 1/2" long pieces of 1/8"x3/4 (really just some more scrap stuff I had) then bent 1" tabs on it at 90 degrees. This is what I did with them so now there is going to be 3 or 4 of these braces on the under side of the flares at different places to help hold the shape. Going to be adding more of them this is just what I got done on it today and need to go to the store and get some more and larger rivets for it.

Nice and definitely a good idea but you could take apicture the semi that broke my windshield and new hella headlamp lense and show it to the state you live in.... Mudflaps don't stop rocks! Check your local codes to see if they failed you due to law only pertaining to"trucks" (semi trucks), because most of the time states do not have a code specially for autos and mudflaps. My two cents anyhow....
