97 grand Cherokee 5.2 orvis edition 4x4

My friend got this jeep with a few problems concerning air and heat and im tryingbto help him. The heater core was bad and it had no freon. Also the part the part that has off, blow in face, at floor, etc (climate control). had been fried from previous owner. So it wouldn't blow any air at all.

I got a new one of those and it lights up but the blower motor only workd in the off position. It blows hard (high) it blows at the feet position. It does this with the Jeep running or not.

If I switch it to face position it cuts off. If I switch it to feet position it cuts off. Go back to off and it starts blowing. What is causing this?
