Welcome to the jeep MPG club. I put a cold air on my ZJ and get 2 more MPG. There is nothing really that you can do to get it to be like 22 mpg. What motor do you have?

4.0 should be getting higher than that. My brother in law just bought an 02 with 4.0 and he gets 22 hwy.

The biggest cause to bad gas mileage is your right foot. Aside from that just do a basic tune up (if needed) and you should see it go up a little.

My 95 w/ 4.0 gets about 18 - 19 combo driving (city / hwy).

EDIT: I just saw your signature.. I think we found the problem.

Maintain your vehicle, make sure all the oil changes are done, and make sure the tires are properly inflated. And maybe even change out your air filter.

My overhead console says 16.4MPG after resetting it about 3K ago.. I've calculated it myself too and that seems to be about right. 17-19 HWY and 15-16 City. And that is 4.0L stock engine with 2" of lift and 30" tires. I may have lost maybe 0.5-1MPG when I added the tires. I get 20-22 on the freeway but that's on FLAT (maybe a slight downgrade) road. Don't let anyone tell you a 4.0L is capable of much more MPG than this, unless they are driving downhill both ways

electric fan, trannie flush, change front and ear diffs and transfer case fluid, make sure the tq converter is fully locking up while on the highway, get a engine vacume gauge and try to keep the gauge reading as high as possible, keep your tires aired up,make sure your brakes caliper slides are moving free, take all the trash out and hit the gym to loose a few

I've got a 97 ZJ with a 4.0 and 185K miles on it. I maintain it well and get about 16 on the highway and about 12 delivering newspapers. Stop and go, mailbox to mailbox eats gas like I've got a hole in the tank! Of course I'm in a hurry to get 'er done, so I have a lead foot! My highway miles are in hilly country at 55. I haven't figured out my interstate mileage yet.

I just posted a question about installing locking hubs, and we'll see what kind of responces I get. Basically, anything you can do to eliminate rolling friction and sudden throttle bursts will be helpful. You can save gas on the interstate by using cruise control to decelerate and accelerate without using the pedal. Tough to do, I know! I'm an old muscle car driver and was a dragger.
